I don't think it is an issue of discussion now.Of course , the number one beneficiaries will be the natives there.(with details of it at the appropriiate time)This is all for the regional & the federal governments to sort out(reaching on an understanding on the implimentation of the aggrement based on regional juridiction of the constitution)
