August 26, 2008 (JUBA) – Southern Sudan Legislative Assembly on Monday passed an urgent resolution demanding security for resettling farmers in Juba County.
"We have passed this urgent matter, urging the authorities in CES and Jonglei States to expeditiously relocate pastoralists to their ancestral lands," read Hon. Oliver Mori Benjamin, who was the mover of the motion.
"We urge the Ministry of Interior, GoSS to increase the already armed police personnel to enforce law. We also want to discourage the mass influx and migration of communities to inhabited areas," he recommended .
"We urge the GoSS authorities to take preventives measures in the Payams, Juba County in order for such incidences as was the case in Mundri East County 2005-2006 is not repeated."
Jok Dae, a member of Parliament argued before the passing of the matter that "There is no security in their (Pastoralists) area that caused them to move from their area to another area. This happen a lot in Upper Nile State, the solution is disarmament. We can not force people to go back to areas where they have no security."
Reacting to the same motion Jimmy Wongo, from Morobo County emphasized that "Every tribe knows where their territory is! There is no need to provoke other communities that you are a Dinka of Yei or Bari of Western Bhar el Gazal or Nuer Nimula. Let us respect the constitution which allows us to move as individuals not as community. Because, if communities begin to move to other areas in a mass movement it becomes a problem. They should not cause insecurity in Central Equatoria State if they are coming to seek for security."
Richard Mula blamed the police for their negligence in executing their duties.
"We have continued weakness and failure by Ministry of police who failed to protect the people and themselves."
In a separate argument, Col. Abeng Nathaniel an SPLA representative in the assembly, reacted in support of SPLA in relation to the provision of security.
"We will not accept any thing put in to SPLA as a dumping army,” said Abeng.
